Energy Savings Opportunity Scheme

What is ESOS?

The Energy Savings Opportunity Scheme (ESOS) requires organisations reaching certain size criteria to conduct energy audits on a four yearly cycle and submit reports to the Environment Agency describing the actions they could take to reduce carbon emissions through energy saving. The compliance date for Phase 3 of ESOS is June 5th 2024 – this was changed from December 5th 2023 to allow more time to comply with additional requirements introduced for Phase 3.

Who Qualifies for ESOS?

Although the thresholds for compliance are 250 employees or annual turnover in excess of £44 million and balance sheet total in excess of £38 million, smaller organisations can be pulled into scope for ESOS if they belong to a group which includes another UK-based organisation that exceeds the thresholds. To comply, organisations need to conduct an audit of the energy consumption in their premises and the fuel consumption of their fleet, then prepare a report that identifies costed measures for reducing consumption. The ESOS report has to be signed off by a certified ESOS lead assessor and a board level director, and the information uploaded to the Environment Agency’s portal.

In addition to the ESOS compliance process, from Phase 3 there is an additional requirement to prepare an Action, again signed by a director, which needs to be submitted by 5th March, 2025 (extended from 5th December 2024). This needs to detail what actions are going to be taken to reduce energy consumption and by when, what energy savings will be achieved and how they have been estimated. Annual progress updates will then need to be submitted on the 5th December of each subsequent year prior to the Phase 4 compliance date of 5th December 2027.
